Yura isn't a straightforward support and has some strict requirements, but she provides a lot to the team, even at 0 dupes.
Her Revolution 5 gives her a significant utility boost, I would only consider her S+ Arrow Up before that.
Yura begins singing and recovers 100% Energy for all allies excluding herself. For 8 sec while singing, allies' (excluding self) HP cannot fall below 30% and their ATK SPD increases by 60.
During this time, whenever allies attack enemies, she deals additional DMG equal to 20% of her MAX HP to the target.
While using this skill, Yura becomes immune to status effects, cannot move, and cannot activate Special Move again until the song ends.
Additionally, she cannot activate this skill if there are no allies excluding herself.
Yura deals DMG equal to 40% of her Max HP to enemies in range and turns them into Fanatics for 10 sec. The Physical and Magic Resistance of enemies who became Fanatics decrease by 40% and their DMG becomes 0 when attacking her.
Yura pulls out suitable items from her handbag, granting rewards to all allies that last for 15 sec.

- 3 or more deployed Purple Element allies: Increases DMG Dealt to Yellow Element by 40%

- 3 or more deployed Magic type allies: Increases Magic Pierce by 40%
Yura cannot recover Energy by herself during the battle. Intead, when allies excluding herself and Summoned Beings use their Special Move. She recovers 250 Energy. Each time her Energy is recovered through this effect, Yura's Max HP increases by 25% and she recovers 20% of Max HP. (Max HP increase caps at 10 Stacks)
Physical Resistance
When Yura activates Siren's Aria, the duration of active Fanatic's Contract effect increases by 8 sec.
When Yura activates #whatsinmybag, removes all allies' debuffs.
Increases the Energy recovered by Yura with All Lights on Me by 250 when each ally other than a Summoned Being dies.
Activating Siren's Aria immediately activates #whatsinmybag
When Yura uses All Lights on Me to recover HP, all allies recover the same amount of HP.
While Yura sings through Siren's Aria, decreases the remaining cooldown of allies' Active Skills by 1 sec every 1 sec.
Yura's HP increases by 100% and DEF by 120% in Arenas.
(Cannot be removed with buff removal skills)

Considering her already good survivability, Runda is now the best option, as it provides Energy and Barriers to allies and herself.
Bari is always a viable alternative, you can use it if your team is a bit lacking and you can't protect Yura well enough.

Effect Hit doesn't seem to affect the Fanatic Active Skill, from what I could test, that's why the Slot 4 stat is Effect Resistance.
Amazing value at no dupes, the next improvement will only be R5 for the extra Energy and Revolution 5.
