Beta is a good stall tank with decent utility.
He also has a lot of damage in his kit and could work as a main DPS, but I found that to be uncomfortable to play, and would recommend to use him as a Sub DPS and stall tank.

Special Move - Partial Ignition: Phobos

Beta becomes invincible and partially ignites Phobos to take flight, then fires a laser dealing 800% of his ATK as DMG 3 times to enemies in range and making enemies hit by the final attack Airborne for 4 sec.

While using this skill, Beta's ATK increases by 4% for every 1% of HP lost. (Cannot be removed with buff removal skills.)

Active Skill - Partial Ignition Enhancement

Beta enhances himself with Partial Ignition, increasing Magic Pierce by 40% for 14 sec.

Then he strikes the ground, dealing 800% of his ATK as DMG to enemies in range and pulling them in.

Active Skill - Partial Ignition: Dionysus

Beta teleports to the enemy with the lowest DEF and slams down, dealing 800% of his ATK as DMG to enemies in range and knocking them down for 4 sec.

He becomes immune to Status Effects while using this skill.

Passive - Incomplete Ignition Weapon

When Beta's HP drops to 1 or below for the first time during the battle, he removes all Debuffs and enters his Maximum Output state for 10 sec.

While in Maximum Output state, his HP is fixed at 1, and if he attacks the enemy with any skill, he instantly destroys the target's Barrier and deals additional DMG equal to 1,200% of his ATK.
Additionally, the duration is increased by 5 sec when he assists in eliminating enemies during his Maximum Output state.

Level 1 Effect

Partial Ignition Enhancement is enhanced, increasing Magic Pierce by an additional 20%.

Level 2 Effect

The Magic Resistance of enemies hit by Partial Ignition: Dionysus decreases by 40% for 10 sec.

Level 3 Effect

Incomplete Ignition Weapon is enhanced, Beta recovers 100 Energy every second while in his Maximum Output state.

Level 4 Effect

Incomplete Ignition Weapon is enhanced, granting Status Effect Immunity to Beta while in his Maximum Output state.

Revolution 4: Partial Ignition: Phobos

Partial Ignition: Phobos is enhanced, increasing Beta's Special Move Pierce by 1.5% for every 1% of HP lost. (Cannot be removed with buff removal skills.)

Revolution 5: Incomplete Ignition Weapon

Incomplete Ignition Weapon is enhanced, increasing Beta's ATK by 30% every second while in his Maximum Output state. (Max: 10 stacks, cannot be removed with buff removal skills.)

This effect disappears when the Maximum Output state ends.

Notes

Beta doesn't have a particular set that suits him, but I think Idea is overall the best option, as it allows him to cast two Special Moves in quick succession, and they make up most of his damage.
Raihanna isn't bad, but the silence overlaps with the 4s Knock Down that the skill already has, so it is basically wasted.
Bari is an option if you are using him at 0 dupes and only need him to stall tank.
