His crowd-control capabilities and utility are insane too.
Gustang recites the Pages of Destruction for 2s, becoming Invincible and Teleporting to the Rear of his allies.
During this time, all enemy movement is frozen for 2s, and a magic circle deals DMG equal to 800% of his ATK 3 times, stunning enemies for 4s.
Gustang enters Blade Deployment state for 14s, increasing Physical Pierce by 60%. Each time his skills hit an enemy, he throws a blade at the target, dealing DMG equal to 400% of his ATK.
Gustang summons a wall of Burning Flare at the enemy’s end of the battlefield, dealing 800% of his ATK as DMG with each hit for 10s and reducing enemy’s Energy by 200.
Secret Library appears in the middle of the battlefield each time Gustang uses his Special Move. After applying the effects to all enemies, it evolves with additional effects at each stage.
Stage 1: Unleashes a wave, dealing 800% of Gustang’s ATK as DMG and silencing enemies for 6s.
Stage 2: Summons a powerful wind that knocks back enemies to the battlefield’s edge, dealing 1,000% of Gustang’s ATK as DMG and reducing movement speed by 80% for 10s.
Stage 3: Scatters flames across the battlefield, dealing DMG equal to 60% of Max HP (or 600% of ATK for bosses.)
Gustang gains Immunity to all Status Effects except Sleep.

Gustang’s Banquet of the Blade is enhanced, increasing the DMG Factor by an additional 200%.
Gustang’s Undying Red Flare is enhanced, increasing the duration by an additional 8s.
Gustang recovers his Energy by 200 at the start of the battle.
Gustang’s Banquet of the Blade is enhanced, increasing the Physical Pierce by an additional 40%.
The Energy Decrease effect on Gustang’s Burning Flare is changed to Steal Energy and cannot miss.
Gustang’s Physical Resistance and Magic Resistance increase by 80% when he’s in Blade Deployment state after using Banquet of the Blade.
Gustang’s Special Move Pierce increases by 30% every time Recitation of Destruction is used (Max: 3 Stacks)
Gustang’s Secret Library Stage 3 is enhanced. He deals 1,600% of his ATK as additional DMG and inflicts unremovable Burn, dealing an additional 400% of his ATK in DMG every second. (No limit on Stacks)
Gustang’s ATK increases by 50% and Physical Pierce by 30% in Arenas.

Idea allows him to cast the second Special Move a lot more quickly, decreasing the time it takes him to reach Stage 3 of his Passive.

You can use Critical DMG Increase Slot 4 and Physical Pierce Slot 5 if you want to, it is viable, but more recommended at R5.

Now that Gustang is R5, a damage build is the preferred choice.
You can decide not to invest in Critical Hit Rate, Critical Damage Increase, ATK% and Special Move Pierce, as most of his damage is coming from the Max HP% scaling in the passive. This will make fights easier against Ghost, but that's it.
