003 has amazing utility, the only downside is that you are forced to play her in red teams and you mostly want a single-target DPS unit.
In that scenario, the damage boost she provides is significant.

Special Move - Endgame
003 adjusts her stance and opens fire on enemies, dealing 120% of her ATK as DMG to enemies to the front in a straight line 20 times.
003 becomes immune to status effects and her HP does not drop below 1 while using this skill.
Active Skill - Desperado
003 fires a signal flare into the sky and requests nearby air support.
Missiles land near the ally with the highest ATK, dealing 160% of her ATK as DMG to enemies in range 5 times and Stunning then for 3s. The enemy hit by the first explosion has their DEF decreased by 40% for 10s. (Max: 2 stacks)
Active Skill - Check
003 fires a special round, increasing Swiftness by 50 and Lifesteal by 50% of the ally with the highest ATK and herself for 15s.
Passive - Kingmaker
003 attacks the target of the ally with the highest ATK. Her basic attack ignores enemies in its path to the attack target.
Enemies hit by 003's attacks become Distracted, decreasing their DEF by 50%.
When another ally attacks a Distracted enemy, the target will take damage with the Red Element Resistance decreased by 50%, then the Distracted state will be removed.

Level 1 Effect
003 recovers 70% of her Max HP when the Endgame skill ends.
Level 2 Effect
003's Kingmaker skill is enhanced, increasing ATK coefficients by 100% when allies attack Distracted enemies.
Level 3 Effect
003 recovers 30 Energy according to the number of hits landed with the Desperado skill.
Level 4 Effect
003's Check skill is enhanced, restoring 40% of her Max HP when HP falls to 40% or less white special rounds are active. This effect activates only once per special round.
Revolution 4: Desperado
Another missile barrage occurs when the Desperado skill ends.
Revolution 5: Kingmaker
Each time an enemy is Distracted by the Kingmaker skill, Red element allies' ATK increases by 20%. (Max: 10 stacks)
Revolution 6 [PvP ONLY]
In Arenas, 003's Swiftness increases by 50 and her Effect Hit by 95.

Notes
Bari is best for overall survivability, with El coming close and potentially outperforming Bari in some scenarios.
Rafflesia, Runda or Doris are acceptable options as well, but generally not as effective as the other two.
