Rachel's damage is really high, but her utility is mostly limited to DEF Decrease.
Her survivability isn't bad and she is not that reliant on Energy.

Special Move - Treasure-Eating Stingray

Stingray consumes all treasures on the battlefield and deals 1,200% of Rachel’s ATK as DMG to enemies in range and knocks them back for 3 sec. For each treasure consumed, deals 4,000% of Rachel’s DEF as additional DMG. Rachel becomes Invincible while using this skill.

Active Skill - Treasure-Hunter Stingray

Stingray dashes, dealing 600% of Rachel’s ATK as DMG to enemies in range, and steals 50% of the target’s DEF for 12 sec. (Max: 5 stacks; Steal limit per 1 stack - 100% of the caster’s DEF)

Then, treasure shards explode, dealing 1,200% of Rachel’s DEF as DMG 4 times in a wider range and Stuns targets for 2 sec.

Active Skill - Secret Guard

Under Stingray's guard, Rachel’s DEF increases by 300% and acquires a barrier equal to 200% of her MAX HP for 15 sec.

She counters enemy attacks to deal 4,000% of her DEF as DMG and stuns them for 5 sec while the barrier is active. (Counter Cooldown: 1 sec)

Passive - Source of Greed

Rachel detects 1 treasure at a random location at the start of the battle and every 4 sec. Each time a Treasure is detected, she recovers 30% HP, and her DEF increases by 100% for 12 sec. (Buffs can stack; Cannot be removed with buff removal skills)
Once a treasure is created, it explodes after 8 sec, dealing 4,000% of DEF as DMG to nearby enemies and stuns them for 3 sec.
Additionally, Rachel immediately detects 1 treasure each time she uses her Active Skill.

Terasure-Hunter Stingray is enhanced, increasing its Explosion DMG DEF coefficient by 1,200%.

Treasure-Eating Stingray is enhanced, increasing this attack’s Magic Pierce by 40%.

Level 4 Effect

Treasure-Eating Stingray is enhanced, increasing its DEF coefficient by 2,000% for each consumed treasure.

Revolution 4: Source of Greed

Source of Greed is enhanced, allowing Rachel to detect 1 additional treasure. Each time a treasure is detected, gains 8 Hit Barriers for 10 sec. (Hit Barriers do not stack)

Revolution 5: Treasure-Eating Stingray

Treasure-Eating Stingray is enhanced, increasing this attack’s Special Move Pierce by 60% and always resulting in Critical Hits.

Revolution 6 [PvP ONLY]

Rachel’s DEF increases by 120% and Magic Pierce by 30% in Arenas.

Best in Slot

Notes

Doris is great, if you don't already have a unit that provides it, because Swiftness will reduce the Animation Time of all Skills and the cooldown of Active Skills.
Bari is always ok for the Extra Survivability.
I would avoid Runda because Rachel's Special Move has stacks, and casting it too frequently will lower the damage on hit of the Special Move.
El works too for extra survivability.
