Dowon has good utility with the Active Skill Cooldown Reduction for Blue Element allies and might even deserve a higher ranking, but being restricted only to blue teams is a bit annoying.
The rank will be increased if more blue units that depend heavily on Active Skills will be released.

Special Move - Flower Garden

Dowon becomes immune to status effects and summons 6 Shinsu spheres across the battlefield. Each sphere deals 700% of her ATK as DMG to enemies in range before exploding, dealing additional DMG equal to 700% of her ATK and knocking them down for 2 sec.
Hit targets are marked with Forget-Me-Nots for 8 sec. Each time a marked enemy, including summoned beings, dies, all Blue Element allies recover HP by 50% and their ATK increases by 20% (Max: 4 stacks)

Active Skill - Forget-Me-Not Whirlwind

Dowon creates a whirlwind around herself to deal 700% of her ATK as DMG to enemies in range. If the target has a Forget-Me-Not. ATK coefficient increases by 300%

Active Skill - Wasted Peace

Dowon’s Physical Pierce increases by 40% for 10 sec, and creates a Forget-Me-Not Barrier equivalent to 800% of her ATK on herself and the ally with the highest DEF. While the barrier is active, decreases the enemies’ ATK by 40% for 8 sec when hit by them. (Cooldown: 1 sec)

Passive - Day of Return

Dowon’s ATK increases by 12% each time a Blue Element ally uses a skill. (Max: 30 stacks)

Dowon begins the battle as a Forgotten Hero, avoiding being targeted for 20 sec.

If no targetable allies remain before the battle ends, the effect will be removed immediately. She awakens as a Hero and gains Immunity to all Status Effects except Seals until the end of the battle.

Level 2 Effect

Level 3 Effect

Dowon recovers the target's Energy by 100 when Wasted Peace's Forget-Me-Not Barrier dissipates.

Level 4 Effect

Dowon ignores 30% of the target's DEF when attacking enemies with Forget-me-not.

Revolution 4: Day of Return

Dowon's Energy recovers by 300 each time a Blue Element ally uses a skill.

Revolution 5: Flower Garden

When Dowon uses Flower Garden, decreases Blue Element allies' remaining Active Skill cooldowns by 10 sec.

Best in Slot

Notes

Since you are not running Dowon as a DPS, I picked Doris as the Best in Slot, to provide additional value to a couple of teammates.
You can run Runda too, I would consider it Best in Slot too, there isn't much difference, use the one that best fits the situation.
Bari is always good for the extra survivability.
El isn't bad, but she is locked in animations so frequently that the Hit Barrier will be down a lot.
