Hockney provides high amounts of Energy to your carry and acceptable Damage buffs for ATK scaling units.
The Survivability boost is strong, but highly dependent on your EVA, so if your EVA is low he might not help with survivability.

Special Move - Unleash: Future Sight
Increases all allies' EVA by 50% for 10 sec.
If an ally with this buff successfully evades an attack, the ally recovers HP equal to 200% of the ally's ATK.
Active Skill - Fish Bind
Hockney deals 400% of ATK as DMG to two random enemies and Locks them for 3 sec. Their DEF decreases by 40% for 8 sec. (Max: 2 stacks)
Active Skill - Sight Share
Hockney restores Energy of the ally with the highest ATK by 200 and inreases their ATK by 60% for 10 sec.
If the ally who recieved the buff is involved in an elimination, their Energy is immediately restored by 300.
Passive - Future Sight
At the start of the battle, Hockney always evades skills and Basic attacks for 5sec.
Also at the start of the battle, restores Energy of the ally with the highest ATK by 200 and increases their Critical Hit Rate and Critical DMG by 40% and 40% for 10sec.

Level 1 Effect
Fish Bind is enhanced, increasing DEF Decrease by an additional 15%.
Level 2 Effect
Fish Bind in enhanced, increasing DEF Decrease by an additional 15%.
Level 3 Effect
Future Sight is enhanced, additionally increasing allies' Energy Recovery by 200.
Level 4 Effect
Hockney recovers his Energy by 200 at the start of the battle. Sight Share's ATK buff duration increases by 5 sec and the max stack increases to 2.
Revolution 4: Unleash: Future Sight
If an ally with the buff from Unleash: Future Sight successfully evades an attack, the ally's ATK and DEF increases by 20% or 10 sec. (Max: 4 stacks)
Revolution 5: Sight Share
Sight Share's cooldown is decreased by 15 sec.
Revolution 6 [PvP ONLY]
Hockney's HP increases by 100% and Swiftness by 50 in Arenas.
(This buff cannot be removed with buff removal skills.)

Notes
Bari is best for overall survivability, with El coming close and potentially outperforming Bari in some scenarios.
Runda is decent if the EVA gained from the Special Move is high enough to allow you to dodge consistently.
Rafflesia or Doris are acceptable options as well, but generally not as effective as the other three.
