Hugo is basically unkillable, provides a good DEF decrease and removes Buffs from enemies, preventing them from being applied as well.
Up to 400/450 deficit her damage is insane, but might need Albelda/Towa in some scenarios.
Hugo becomes immune to status effects, ignites the Black Mandarin to deal 700% of her ATK as DMG to enemies within range 5 times and stealing 10% of the ATK and DEF from targeted enemies for 15 sec. (Stacks up to 5; Steal Limit per 1 stack - 100% of the caster’s ATK and DEF)
Enemies hit by this attack lose all buffs, receive a Stat Buff Block debuff, receive a Stat Block debuff for 12 sec, and if the target is not a boss, the target's DMG taken from the caster increases by 40%.
Hugo fires a shinsu beam that pierces enemies, dealing 1,000% of her ATK as DMG to all enemies in its path. The ATK coefficient increases by 100% for every debuff that the target has. (Max: 2,000%)
Hugo becomes immune to status effects and strikes an enemy with Black Mandarin, dealing 1,800% of ATK as DMG, pushing them to the edge of the battlefield, and stealing 40% from their ATK and DEF until the end of the battle. (This buff cannot be removed with a debuff removal or buff removal skills. Steal limit - 500% of the caster’s ATK and DEF)
She dashes towards the enemy and causes shinsu to explode, dealing 600% of ATK as DMG to enemies within range. The target enemy is stunned for 3 sec and other enemies are Knocked Back.
The ATK and DEF Steal effect is only applied to one enemy, and if the target is changed, the existing effects are removed.
At the start of the battle, Hugo recognizes an enemy with the highest ATK as a luxury item, locks the enemy as her attack target, and becomes Immune to their Command and Provoke.
If the luxury item enemy dies, she searches for a new target.
Additionally, every time the skill is used, creates a Luxury Shield with a max durability of 6 lasting for 10 sec.
If she takes DMG from an enemy other than the luxury item enemy while the Luxury Shield is active, it is nullified. If she takes DMG from the luxury item enemy, the Luxury Shield absorbs it and its durability decreases by 1.
Critical DMG Increase
The max durability of Luxury Shield created with Luxury with Luxury increases by 4.
Each time the durability of Luxury Shield from Luxury with Luxury decreases, its Physical Pierce increases by 20% for 10 sec. (Max: 8 stacks)
The cooldown of Let’s Fight! resets when there is no Luxury enemy around Hugo. The skill cooldown reset does not activate again for 8 sec.
The ATK coefficient based on the number of debuffs on the target of Transcendence Skill! Elusha increases by an additional 50% and the limit increases by 1,000%
Ignition! Black Mandarin always lands, and when activated, it resets the cooldown of Transcendenced Skill! Elusha.
Each time the durability of Luxury Shield from Luxury with Luxury decreases, it removes all debuffs and recovers 5% of Hugo’s Max HP.
Hugo’s ATK increases by 50% and Physical Pierce by 30% in Arenas.
(This buff cannot be removed with buff removal skills.)

Alocasia helps dodge basic attacks to avoid some reductions in Hugo's shield durability, it is probably not the BiS anymore, but as this set is bound to receive a buff I will leave it in this position for now, as the other options are comparable.
El is a decent option as well, with the Hit Barrier it provides and the extra energy thanks to a higher ATK SPD.
Runda is also solid, as it provides Energy to the team and Hugo herself every time she uses the Special Move, her Hit Shield also prevents the Barrier from Runda from running out quickly. (Thanks to Wellplayedggwp for the heads-up on this)
Rafflesia is good to avoid some CCs, but I'd rather run Slot 4 Effect Resistance.
Bari is normally useless on her, but can be ok if your Hugo doesn't have the passive at Lv. 5 or you are facing an enemy against which your shield cannot protect you well enough.
