Rachel deals a low amount of damage and she also needs to ramp up before she does.
Not a worthwhile investment.
Improved a bit with the Sundance buff, but still weaker than SSR alternatives.

Special Move - Wings of Flame

Rachel unleashes the phoenix by firing a powerful incendiary round to deal 800% of her ATK as DMG, always resulting in a Critical Hit and Knocking then enemy Back. The phoniex flies throughout the battlefield to deal 200% of Rachel's ATK as DMG to enemies in range, as well as dealing additional DMG equal to 200% of the DMG dealt with Phoenix Blaze up to this point. (Additional DMG Limit - 1,000% of the caster's ATK)

Active Skill - Barrage

Rachel's Critical Hit Rate increases by 40% for 10s. She then summons several guns and discharges them to deal 160%, 320%, and 640% of her ATK as DMG, in that order, to enemies in the attack's path, Stunning them for 1s.

Rachel becomes immune to status effects while using this skill.

Active Skill - Flames of Regeneration

Rachel removes debuffs from herself, then unleashes Flames of Regeneration in a circle around her for 8s.

Rachel becomes immune to Swiftness and ATK SPD Decreases, as well as status effects, while she is within the Flames of Regeneration.
In addition, allies within the Flames of Regeneration recover HP equal to 200% of her ATK every second.

The skill cooldown resets when Rachel is afflicted with a Swiftness or ATK SPD Decrease debuff. Once activated, the skill cooldown reset will not activate again for 8s.

Passive - Crystal of Immortality

Rachel's attacks have a 15% chance to apply a Green Element Crystal on the enemy when she deals damage. When an enemy afflicted with a Green Element Crystal attacks a Green Element teammate, the crystal explodes and decreases the enemy's Green Element Resistance by 10% for 15s. (Max: 6 stacks)

If the attack results in a Critical Hit, Rachel's Critical Hit Rate increases by 30% for 10s, and the target is afflicted with a Phoenix Blaze until the end of the battle.
Phoenix Blaze can be stacked, and afflicted targets take 20% of her ATK as DMG every second, and every 0.5s at 5 stacks or more.

Level 1 Effect

Rachel's Critical Hit Rate increases by 10% at the start of the battle.

Level 2 Effect

Rachel's Critical DMG increases by 3% each time she lands a Critical Hit. (Max: 10 stacks)

Level 3 Effect

Rachel's DMG Taken decreases by 30% for 8s upon using Flames of Regeneration.

Level 4 Effect

Rachel recovers HP equal to 15% of the DMG dealt by the phoenix upon using Wings of Flame.

Revolution 4: Crystal of Immortality

When Status Effect is applied on the enemy, the damage taken from Crystal of Immortality's Phoenix Blaze is multiplied by 2 times.

Revolution 5: Barrage

Barrage's final hit Knocks the enemy back for 3s.

Rachel's ACC increases by 180 and Effect Hit by 95 in Arenas.

Notes

Most of Rachel's damage comes from stacking the passive via Basic Attacks and using the Special Move, which makes El the best option.
Sundance is a great alternative, adding Max HP% to her Basic Attacks, but it offers no survivability at all.
