Dowon's damage is AoE and really high, her survivability is also acceptable.
She has weak CCs, but depending on the situation this is not necessarily a problem.

Special Move - Flower Garden

Dowon becomes immune to status effects and summons 6 Shinsu spheres across the battlefield. Each sphere deals 800% of her ATK as DMG to enemies within range before exploding, dealing an additional DMG equal to 800% of her ATK and knocking them down for 2s.

Enemies hit are marked with Forget-me-not for 10s. Each time a marked enemy, including Summoned Beings, dies, all Blue Element allies recover HP by 50% and their ATK increases by 25%. (Max 4 Stacks)

Active Skill - Forget-Me-Not Whirlwind

Dowon creates a whirlwind centered on herself to deal 800% of her ATK as DMG to enemies in range. If the target has a Forget-me-not, ATK cofficient increases by 400%.

Active Skill - Wasted Peace

Dowon's Physical Pierce increases by 40% for 10s, and creates a Forget-Me-Not Barrier equivalent to 800% of her ATK on herself and the ally with the highest DEF. While the barrier is active, reduces the enemies' ATK by 80% for 8s when hit by them. (Cooldown: 1s)

Passive - Day of Return

Dowon's ATK increases by 15% each time a Blue Element Ally uses a skill (Max: 30 stacks)

Dowon begins the battle as a Forggoten Hero, avoiding being targeted for 20s.

If no targetable allies remain before the battle ends, the effect will be removed immediately. She awakens as a Hero and gains Immunity to all Status Effects except Seals until the end of the battle.

Level 2 Effect

Dowon recovers her Energy by 500 and Forget-Me-Not Whirlwind's ATK coefficient increases by 200% when each ally other than a Summoned Being dies.

Level 3 Effect

Dowon recovers the target's Energy by 150 when Wasted Peace's Forget-Me-Not Barrier dissipates.

Level 4 Effect

Dowon ignores 30% of the target enemy's DEF when they have a Forget-me-not upon attacking.

Revolution 4: Day of Return

Dowon's ATK increase obtained from Day of Return can no longer be removed with buff removal skills, and she starts the battle with 10 stacks.

Revolution 5: Flower Garden

The remaining cooldowns of Dowon's active skills decrease by 10s when Flower Garden activates.

Revolution 6 [PvP ONLY]

Dowon's ATK increases by 50% and Physical Pierce by 30% in Arenas.
(This buff cannot be removed with buff removal skills.)

Dowon's BiS set is El, which gives her survivability and extra Energy generation for her to spam the Special Move.
Bari is always a safe pick if you don't have a well-built El set.
Idea can work for the Early Burst capabilities it provides.
